Decatur Police have arrested a man they say killed a man back in Oct. 2018.

On Oct. 31, 2018, Decatur Police responded to the 400-block of 12th Avenue NW, in reference to an injured male lying in the roadway.

Upon the arrival of officers, a male, who was later identified as Ricardo Dwayne Brown, was found unconscious. Brown was transported to the hospital for medical treatment and later passed away. It was determined Brown was stuck by a vehicle that left the scene prior to officers’ arrival.

Through the course of the investigation, detectives located and interviewed multiple witnesses. They provided details that Jason Michael Osborn was the driver of the vehicle that hit Brown.

In addition, it was discovered Osborn robbed Brown for an undisclosed amount of money and illegal narcotics prior to Osborn hitting Brown with the vehicle and fleeing the scene.

On Sept. 13, 2019, Detective Sean Mukaddam obtained two warrants for the charging Osborn with murder and robbery in the first degree. Osborn was already in custody for unrelated charges.

Osborn is being held at the Morgan County Jail on $150,000 bond for the murder charge and $60,000 for the robbery in the first degree charge.
