MONTGOMERY, Ala. (WIAT) — A parole hearing was held Wednesday morning for Judith Ann Neelley, the woman who was sentenced to death in 1982 for the brutal murder of 13-year-old Lisa Ann Millican in DeKalb County.
The board ultimately denied Neelley parole.
Neelley’s death sentence was commuted on Jan. 15, 1999 by Alabama Gov. Fob James right before he left office, but he did not clarify whether it was life with or without the chance of parole.
At the hearing, AG Steve Marshall told the parole board the State of Alabama welcomed the opportunity to keep Neelley incarcerated, and asked the board to deny parole. He questioned James’ decision to commute her death sentence.
Neelley will be eligible for another parole board hearing in 2023.
